The CEW has recently received funding from the Essential
Skills branch of Human Resources Development Canada to
produce a Facilitator Guide which integrates the Manitoba
Stages of Literacy with Essential Skills Profiles materials
for use in community-based programs.
Project Background
In 1993, Adult Learning and Literacy, Community Learning
and Youth, (then called the Manitoba Literacy Office)
developed a learner certification system for use in community-based
adult literacy programs. The system consisted of three
separate certificates indicating learner progress through
the use of a guided portfolio.
The Stages were recently articulated with the new International
Adult Literacy Survey (IALS) levels and the reading, writing
and speaking outcomes used in evaluating the Essential
Skills Profiles. The new Stages were piloted with a number
of community-based programs and instructors in Manitoba
in order to validate the language and levels.
Project Objectives
This project will provide community-based instructors,
tutors, and organizers with a range of learning activities
to integrate Essential Skill Profile and workplace documents
into their teaching practices.
Timelines
The project will run over a two year period. The first
year will be devoted to researching, writing and validating
the Facilitator Guide in French and English. The second
year will be focused on the development of a multi-media
package which can be disseminated to literacy programs
across the country.
